Doug Goehring says the "super centrifuges" would enable the plants to also make biodiesel, and also would enhance the quality of livestock feed byproduct.
"A 100 million gallon ethanol plant could in reality produce about 3 million gallons of oil that could be used for biodiesel," he said.
Goehring said an ethanol plant that started producing biodiesel also would add another five to seven jobs.
Incumbent Democratic Agriculture Commissioner Roger Johnson was out of the state Monday and unavailable for comment.
Democratic Party director Jim Fuglie said he was confused about Goehring's stand on renewable energy because Goehring has both favored and opposed mandates on ethanol use in the past.
"Roger Johnson has been consistent in his support of renewable fuels, including ethanol, biodiesel and wind energy," Fuglie said.
Goehring proposed an income tax break of $50,000 as a starting point. He said it would cost a plant anywhere from $1.4 million to $2.8 million to install the centrifuges, but the plant could recover the cost and more through increased profits.
