YORK, N.D. North Dakota's first commercial biodiesel plant could be producing fuel by August.But some people in the north central town of York question its location.
City Councilman Randy Silliman says residents are worried that it's too close to homes and businesses.
All American Biodiesel project engineer Lee Dirkzwager says safety is not an issue. And he says the plant will boost the area's economy.
The plant will produce one (m) million gallons of fuel a year, using soybean oil from South Dakota. It's expected to employ just under a dozen people. Dirkzwager and his father are the only investors in the project.
The plant will not be on the scale of larger biodiesel projects planned at Velva and Minot -- which together would produce about 82 (m) million gallons of fuel a year.

Vacationing in Georgia, Doug Scott spotted the words plastered on the back of a Mercedes Benz zooming down the highway.

all it grasping at straws, but Scott considered it a sign.

Three years earlier, the 47-year-old had purchased a Ford Excursion. The day he signed for the $40,000 uber-SUV, the price of diesel fuel shot from $1.20 to $1.80 a gallon, he said.

And by the time he saw the vegetable oil sign, Scott, a self-employed home repairman, was spending more than $180 every two weeks to fill up the Excursion's 44-gallon tank.

Something had to give.

A Google "powered by vegetable oil" search later and Scott purchased a $575 filtration system that turns vegetable oil into processed biodiesel fuel.

With the buy, Scott was on his way to joining the ranks of thousands of consumers who are turning to alternative fuel sources.

Biodiesel, a fuel made from vegetable oil or other animal fats, is the fastest-growing alternative fuel source in the United States, according to the U.S. Department of Energy. Other alternative oil techniques including soybean, sugar and coal are also seeing a surge in use.

Missing from pure biodiesel fuels is petroleum, making them an avenue for some individual drivers to escape reliance on foreign-produced oil and its price fluctuations.

"I realized that I couldn't afford to put $40 every other day in the tank," Scott said. "Plus, the diesel pumps out the black smoke. It's a lot of pollution."

Snappers seafood restaurant in Palm Harbor supplies Scott with its leftover vegetable oil. About once a week, Scott picks up about 20 gallons from behind the store. He buys about 17 gallons of diesel fuel at the pump.

The process to create his biodiesel goes like this:

Scott pours about 40 gallons of vegetable oil in a 55-gallon barrel. He then adds 5 gallons of diesel fuel and stirs. He lets the mixture sit for about an hour. Rock salts at the bottom of the barrel pull out the water from the oil.

The mixture then flows into a 30-gallon tank that houses a filtering system. A sponge removes impurities from the oil, which flows by gravity through a tube passing through a resin layer and into a 55-gallon black barrel.

Scott gets about 15 miles to the gallon on the processed biodiesel and ends up spending $50 a week, he said.

It may sound like the answer to ever-rising oil prices, which locally are nearly 40 cents higher than last year at this time. But biodiesel or alternative fuel is still a complicated topic even to the most experienced in the automotive industry.

Car Talk guys Tom and Ray Magliozzi recently gave out incorrect information about biodiesel, telling National Public Radio listeners they'd need a new engine to use biodiesel.

You don't.

But not all biodiesel is created equally.

According to industry standards, biodiesel is typically produced after using an alcohol such as methanol to remove the glycerin from the vegetable oil or other animal fat.

While Scott does use a vegetable oil, he does not remove the glycerin from his oil before mixing it with pure diesel. Glycerin removal with methanol, which can be toxic, is potentially dangerous.

Glycerin removal can be pricey, but it's necessary to ensure the oil flows properly and does not damage the engine, said Jenna Higgins, spokeswoman for the National Biodiesel Board.

"There's a lot of confusion out there. People think straight vegetable oil is biodiesel," Higgins said. "But biodiesel has been through all the testings and overcome regulatory challenges to become the fastest-growing alternative fuel in the country."

The numbers of "backyard or bathtub" biodiesel makers like Scott is growing, Higgins said. And so are concerns about quality, safety and legality.

"We understand why people want to do this," Higgins said. "They're trying to take control over their own impact on the environment and reliance on foreign oil, and we agree with that sentiment, but biodiesel is here, it's legal, and it's proven to work."

Engine manufacturers in the United States have said that using straight vegetable oil will void the engine warranty, Higgins said.

Still, Scott knows of no studies showing that what he's doing is detrimental to car engines.

And until there are, Scott said, he'll continue making his processed fuel.

"There's nothing that says that glycerin is going to eat up anything in the system or cause damage," Scott said. "I went and looked for it. I did my research."

Still, there was some trial-and-error involved in Scott's process.

A month ago he used a mix of 95 percent vegetable oil and 5 percent diesel fuel. His truck stopped running. Since then he's opted for a 70:30 ratio and has gone through about 10 tankfuls without problems, he said. The ultimate test came last week when the family hauled a 10,000-pound camper to Orlando for the weekend.

But getting used to the smell of the mixture is another thing.

"The first time it smelled like puke," Scott said. "It's gotten better, but it's still pretty bad."

Ethanol plant could power state to top of heap in U.S.Environmental chief Kathleen McGinty says huge project in central Pa. could be announced within months.By Marc Levy Of The Associated Press Pennsylvania is close to getting its first ethanol plant and could become the nation's largest producer of soy-based fuel additives within a year, the state's environmental protection chief said Friday.Efforts to attract such businesses are part of Gov. Ed Rendell's wider directive to find alternatives to the hundreds of millions of gallons of transportation fuel from Persian Gulf oil that is used in Pennsylvania each year.In an interview with The Associated Press on Friday, Rendell's environmental protection secretary, Kathleen McGinty, said a ''very substantial'' company is close to announcing a large ethanol plant to be built in central Pennsylvania.''We are very close, I would say probably two, at the most three, months away from a massive ethanol plant being announced,'' McGinty said during the interview in her Harrisburg office.She would not name the company, but said it is possible the plant would be the largest east of the Mississippi River and could be built within a year. She pegged the cost at around ''a couple hundred million dollars.''Schuylkill County officials have been working with Green Renewable Energy, Ethanol and Nutrition Hilding LLC of Zionsville, which is proposing a large ethanol plant in Porter Township near the Tremont exit of Interstate 81. The french fries you munch today -- actually, the oil they're fried in -- may help to fuel Cabarrus County school buses tomorrow.
The county school system is getting $69,000 in state money and also is seeking federal grants for cleaner school buses and biodiesel fuel.
Biodiesel is a mixture that includes diesel and refined vegetable oil, mostly recycled from restaurants, said schools Transportation Director George Douglas.
A $23,000 state grant will go toward developing the capability to use biodiesel in buses that carry children in the Cabarrus and Kannapolis school systems.
"But you can't take leftover oil from cooking and pour it into the bus," Douglas said Tuesday. "You have to filter out the french-fry particles and things like that."
The new technology also will help the system weather fuel shortages, such as the diesel fuel crisis that occurred after hurricanes disrupted petroleum supply systems last year, he said.
All of the system's 238 buses now run on diesel fuel; the system uses about 700,000 gallons of diesel each year. But many school systems, including Cabarrus, got precariously close to running out of fuel last fall.
At their Monday night meeting, Douglas briefed school board members on the state grants.
"It's a great initiative for you to take ... so we can be better stewards of our environment," school board Chairperson Liz Poole told Douglas. "We were in a bind with diesel, so this gives us more options."
Douglas decided to seek grants from the N.C. Department of Environment and Natural Resources after the school system adopted a no-idling policy last year. The policy prohibits buses from idling while waiting for students and asks parents not to idle their cars in pickup lines.
"I started looking at the studies on the effects on children's health and decided we needed to go a little further," Douglas said Tuesday of reducing emissions. "The air should be as clean as possible for these kids."
Studies have linked vehicle exhaust to higher rates of cancer, heart and lung disease, asthma and allergies. Children, who are outdoors more than adults, breathe 50 percent more air per pound of body weight than adults, according to the U.S. Environmental Protection Agency.
Here's how the state grant money will be used:
• $46,000 for retrofitting 46 old buses with diesel oxidation catalysts, which will reduce hydrocarbons in exhaust by 50 percent, carbon monoxide by 40 percent and particulate matter by 20 percent.
• $23,000 for a measuring system, nozzles and piping for pumping biodiesel. Most biodiesel is a mixture of 80 percent diesel fuel and 20 percent vegetable oil.
"It's the old guys that have more than 100,000 miles that smoke the most. Those are the buses we're going to run the biodiesel in," Douglas said. He estimated that nearly half of his fleet are older vehicles with out-of-warranty engines.
Running biodiesel reduces carbon monoxide in exhaust by 12 percent, hydrocarbons by 12 percent and particulate matter by 18 percent, he said.
The board on Monday also approved two policies on final reading:
• A drug-free workplace policy requires drug and alcohol testing for job finalists and also any employee involved in an accident while on duty or on school property -- if the accident requires more than on-site first aid. The drug testing will cost about $40,000 per year. The policy covers not only employees, but anyone who serves as an intern or volunteers on school property during school hours.
• A student wellness policy that ensures that all available foods and beverages -- including those in snack and drink vending machines -- are nutritious. Although the policy says food will not be used in the schools as a reward or punishment, it also says: "This provision does not apply to the occasional party or celebration."
All Bused Up
Here's how the state grant money will be used:
