Barcelona, Spain [RenewableEnergyAccess.com] Bunge Iberica, the Spanish arm of Bunge Limited, announced a joint venture with Acciona and other local partners to build two biodiesel plants in Spain.

As part of the joint venture, Bunge will supply the biodiesel plants with soybean oil from its co-located facilities, and Acciona will manage biodiesel production. The proposed plants will be located adjacent to Bunge's newly constructed oilseed processing plants and vegetable oil refineries in Bilbao and Cartagena. Bunge will be a minority investor.

As part of the joint venture, Bunge will supply the biodiesel plants with soybean oil from its co-located facilities, and Acciona will manage biodiesel production. The biodiesel plant in Bilbao is expected to have a capacity of 200,000 metric tons per year. Bunge's port-based oilseed processing plant commenced operations in Bilbao in August 2006. The oilseed processing plant and refinery in Cartagena is expected to be fully operational in early 2007.

Repsol YPF, Spanish refiner of petroleum, will purchase the end product from the biodiesel plants. In March 2006, Acciona and Repsol reached an agreement to develop new plants near Repsol's crude oil facilities, including those in Bilbao and Cartagena.

EIGHT out of 10 NSW motorists support Federal Government incentives to promote alternative fuels, but nine out of 10 admit they do not know enough about them to make an informed decision, a summit in Sydney will hear today.

NRMA motoring and services will host the invitation-only event, which will be attended by the former federal transport minister Warren Truss, the Opposition Leader, Kim Beazley, and several international speakers.

Despite petrol prices dropping to $1.10 a litre in parts of the city yesterday, most motorists believe prices will remain high next year.

A survey of 330 NRMA members in NSW and ACT found 80 per cent would consider switching to cheaper biofuels.

Meanwhile, a road tanker loaded with Australia's first diesel fuel enhanced with 2 per cent biodiesel, rolled out of Caltex's Newcastle terminal at Wickham yesterday, as part of the company's expansion into supply of biofuels.

More than 17,000 tankers a year will deliver the biodiesel to 185 Caltex outlets throughout the Hunter, Central Coast and North Coast.

Rutherford's Biodiesel Industries Australia is the source for the Caltex terminal's biodiesel product.

Biodiesel Industries Australia's production manager, Julian Blake, said the company produced biodiesel from a blend of animal and vegetable oils and was capable of producing up to 15 million litres a year.

But the move was criticised as not going far enough.

"One wonders why they're making such a big deal about it," said independent biodiesel wholesaler, Morris Lyda, pointing out that stations are not even required to disclose they are using biodiesel until the content exceeds 5 per cent.

"Every auto manufacturer in the world has already come out and said [5 per cent biodiesel] is acceptable," he said, adding it would take a blend of 20 per cent biodiesel to have a real environmental benefit.

But the federal Transport Minister and Nationals Leader, Mark Vaile, yesterday threw his support behind the new product.

"The launch of 'new generation diesel' is another step forward for Caltex and the biofuels industry," he said. "Greater biofuel usage and consumer awareness go hand in hand and I welcome Caltex's moves to keep their customers informed about their product with brochures and a biofuels hotline."

But industry figures continue to lobby for government funds to support consumer awareness campaigns on biofuels.

Mr Vaile will not attend today's summit, which was arranged before his portfolio switch last weekend.

Australia's two peak biodiesel industry associations, Renewable Fuels Australia and Biodiesel Association of Australia, are expected to announce that they will merge to form one body to promote the awareness of biofuels.

CLAYTON, DEL. — Gov. Ruth Ann Minner applauded the completion of Mid-Atlantic Biodiesel Inc.’s facility at a ribbon-cutting ceremony Sept. 29, recalling that nearly eight years ago Marty Ross, a grain farmer in Delmar, Del., told her, “We are going to do it.”

To Ross, who spearheaded the effort and persevered through many set-backs, she said, “We appreciate your persistence.”

The plant helps Delaware’s economy as well as its farmers, making fuel from a domestically grown, renewable resource. Minner said that one bushel of soybeans can produce 1.5 gallons of biodiesel. “In 2004, we harvested more than 3 million bushels of soybeans. Think how many gallons of biodiesel we can produce!” she added.

At full capacity, MAB will produce 6 million gallons a year. Minner noted the United States imports 12.5 million barrels a day of oil. “We need to move in the direction of being self-sufficient for fuel.

USDA Undersecretary for Rural Development Thomas C. Dorr commented on the great partnership relation between USDA, the state, Greater Atlantic Bank of Reston, Va., and Mid-Atlantic Biodiesel. USDA provided the original seed money for the project through the state. “It looked like an uphill battle for Marty then,” he said.

In all, with the help of the Delaware Congressional Delegation, grants and loans totaling more than $5.7 million were made available to MAB.

Dorr noted that in 1999, a half-million gallons of biodiesel were produced in the United States. By the end of 2005, 95 million was being produced annually. By the end of 2006, he said, “we’ll be producing 245 million gallons. That’s an extraordinary growth rate.”

He added the country has come to the realization that energy security and national security are things we have to pay attention to.

“Renewable energy is good for America,” he said. “We are set to replace one million barrels of crude oil with rural-originated energy sources. This is a huge new opportunity for the environment and for the economy of our country.”

This year, 3 to 3.5 percent of all the fuel we consume will be from renewable resources, he added.

Recalling his first meeting with Marty at a bioproducts conference in Washington, Dorr concluded, “I wouldn’t be surprised to see an adjunct facility here some day producing other bioproducts.”

Obviously happy that the plant is finally operational, Marty Ross credited Minner with the idea.
With Delaware Department of Transportation using biodiesel and Delaware farmers growing soybeans from which the oil was then a surplus commodity, why not make biodiesel right here in Delaware, she had asked.

Ross also credited Delaware Ag Secretary Mike Scuse for finding the site, a 6-acre abandoned railroad yard.

“The good news is, I’m not in charge of this plant,” Ross quipped, saying he didn’t know how to make biodiesel or which buttons to push. He acknowledged the presence of Brent Murdoch, “the boss here making biodiesel.”

Ross also said that without Marlene Elliott, Delaware/Maryland State director for USDA Rural Development and Water and Environmental Program director James E. Waters of her staff, as well as others in USDA, “we wouldn’t be here today.”

Among others whom he acknowledged were Geoffrey Soares, “the numbers guy, who negotiated all the contracts”; Fred Schultz of Greater Atlantic Bank, and representatives of Pratt Insurance Inc.

“If there are others who think of a renewable energy project, I urge you to be persistent,” Ross said. “Keep beating that horse until it dies or crosses the finish line.”

Lt. Gov. John Carney surveyed the crowd of 75 to 100 people — from Congressional representatives to state and local government officials and business leaders — gathered to celebrate the ribbon-cutting and said, “We have here, under this small tent, all the people necessary to change the world.”

Federal and state elections in Australia in the next year are creating opportunities to nurture growth in the biofuels industry, according to Bob Gordon, executive director of Renewable Fuels Australia. Progress came in August as two states announced plans to consider ethanol blending mandates. “We’re hoping that we can get over those remaining barriers for getting ethanol and biodiesel into the main transport fuel markets,” he told EPM.
